Try using ipv4 unnumbered Loopback X under the subscriber interface. Also
add ipv4 point-to-point.
Under the dynamic template add ipv4 unnumbered Loopback X.

Your config should look like this:

inter loopback 10064
ipv4 100.64.248.129 255.255.255.192


interface Bundle-Ether1.3121
ipv4 point-to-point
ipv4 unnumbered loopback 10064

dynamic-template
type ipsubscriber IPSUB_TPL
ipv4 unnumbered loopback 10064
